Waiting list by local office

Housing priority is worked out through an assessment process that considers a range of factors including: the condition of and facilities available in the tenant's current dwelling; the ability of their current dwelling to meet their social, medical and personal needs; and their ability to gain access to a suitable house or flat because of a lack of skills, discrimination or financial means.

Applicants are assessed as Priority A or B or not eligible. Since 1 July 2011, Housing New Zealand has added only Priority A and B applicants to the waiting list. This is because only Priority A and B applicants are eligible for a state house under changes to the Social Allocation System that came into effect on 1 July.

Please note that from April 2012, waiting list statistics reflect Housing New Zealand's new regional structure. We now have fewer regions covering larger geographic areas, and at the office level, there have been some boundary changes. This means that regional or office-level waiting list statistics published before and since April may not be directly comparable.

Applicant categories

Priority Eligible A - all applicants whose housing need is assessed as being "at risk" - households with a severe and persistent housing need that must be addressed immediately.

Priority Eligible B - all applicants whose housing need is assessed as being "serious" - households with a significant and persistent need.

C - on the waiting list to 30 June 2011 - all applicants whose housing need is assessed as “moderate” — households that are disadvantaged and this is likely to be compounded over time due to the unsuitability and/or unaffordability of their current housing circumstances and are on the Corporation's waiting list for state housing prior to 1 July 2011. These applicants remain on the waiting list until such time that they accept an available state house not required by any priority applicant or exit the waiting list.

D - on the waiting list to 30 June 2011 - all applicants whose housing need is assessed as “low” - low income households experiencing lower level housing need for whom there may be other viable housing options and are on the Corporation's waiting list for state housing prior to 1 July 2011. These applicants will remain on the waiting list until such time that they accept a state house not required by any priority applicant or exit the waiting list.
