Community Renewal programme evaluation 2005/06 final - March 2006

This evaluation aims to assess the extent to which the agreed Community Renewal outcomes are being achieved.  It draws on international literature, contextual factors and uses a cluster group approach, involving key stakeholders at every stage of the evaluation, from reflection on outcome indicators to the dissemination of the results.

The evaluation found Community Renewal is making progress towards fulfilling all its agreed outcomes. Progress on each outcome varies greatly between projects. 

Variations result from a variety of factors such as, the age of the project, the resources available to each project and the quality of the networks and relationships with partner organisations. 

Other factors include the availability of local people with leadership skills and commitment to Community Renewal objectives, the size of the project area and staff turnover which disrupts relationship building and project planning.

The analysis of outcomes suggests that the effectiveness of Community Renewal may be increased by making changes to areas such as line accountabilities, performance measures, budget processes and possibly the level of delegation to the local project level.
