How much money is the Government providing to the Housing Innovation Fund for 20010/11?
The Government has confirmed $20 million for the Housing Innovation Fund (HIF) including the Māori Demonstration Partnership. Of this, $4 million is utilised for impairment of the loans provided, in order to recognise the expected economic cost of providing these loans at concessionary interest rates
What types of funding are available?
The following types of funding are available:
- Term loan — a 25-year term loan, with the first 10 years being interest free. This allows a borrower to increase capital repayments during the first 10 years, significantly increasing loan equity and making the remaining 15-year term loan repayments more affordable.
- Housing grant — a grant of a maximum 33 per cent of a project’s capital value. A housing grant may be provided in conjunction with a term loan and only after the term loan has been drawn down in full.
Who can apply for the Fund?
Funding is targeted at providers, Iwi, and NGOs who have a proven track record or clearly demonstrated plans for helping people into affordable rental accommodation and home ownership. Funding will not be available for the modernisation of existing housing.
Can local authorities apply for the fund?
Submissions from local government will only be considered where they meet the eligibility and submission criteria, and where there is no other community or Iwi/Māori provider seeking funding in the same area.
Does my organisation need to make a funding contribution?
Yes. Your organisation needs to be able to contribute 50 percent equity to the costs of the project.
However, if you are unable to meet this criterion, you may still be eligible for funding.
All applications will be assessed against a range of criteria. Contribution has a high weighting, which reflects the need to leverage Government funding.
How will Housing New Zealand decide who gets funding?
Housing New Zealand will be assessing submissions based on a range of criteria.
Four weighted criteria are applied to Housing Innovation Fund submissions:
- Sustainable provider — overall weighting 20 percent
- Contribution to the supply of affordable housing — overall weighting 30 percent
- Credible and viable project — overall weighting 20 percent
- Organisation’s contribution — overall weighting 30 percent
Four weighted criteria are applied to Māori Demonstration Partnership funding submissions:
- Capability and resources to complete the project — overall weighting 20 percent
- Contribution to developing sustainable Māori communities — overall weighting 20 percent
- Utilisation of Māori land for housing — overall weighting 30 percent
- Organisation’s contribution — overall weighting 30 percent.
