Housing New Zealand is the government's primary provider of policy advice on housing and housing-related issues. Housing New Zealand's policy unit also provides policy advice to other parts of the organisation, and other government agencies.

Research and evaluation is an important part of Housing New Zealand's approach to providing programmes and initiatives that effectively respond to housing need. Internal research and evaluation activities are set out each year in the Statement of Intent, and reported on in the Annual Report.

Depending on the sensitivity of their content, some policy papers are available to the public and are usually obtained through a written request under the Official Information Act 1982.
